The Federal Subcontracts & Procurement Manager is responsible for managing the full lifecycle of subcontracting and procurement activities in support of federal government programs. This role develops subcontract specifications, statements of work, and terms and conditions for the acquisition of specialized services, materials, and equipment, and supports the development, implementation, and continuous improvement of subcontract and procurement policies and procedures. The Manager prepares and evaluates solicitations, negotiates subcontract terms, administers awards, and ensures compliance with applicable federal regulations, prime contract requirements, CPSR expectations, and company policies. This position plays a critical role in managing contractual risk, ensuring audit readiness, and supporting program execution in a fast-paced, compliance-driven environment
This position is located in the Los Angeles, CA area. Candidates must live with-in a commutable distance of Los Angeles, CA.
Key Responsibilities:
Lead cradle-to-grave subcontract lifecycle management, including RFI/RFP development, proposal evaluation, negotiation, award, administration, modification, and closeout.
Develop subcontract specifications, statements of work, pricing structures, and flow-down terms consistent with prime contract requirements.
Manage and administer multiple contract types, including Firm Fixed Price (FFP), FFP Level of Effort (FFP-LOE), Time-and-Materials (T&M), and Cost-Reimbursable subcontracts.
Prepare solicitation and bid packages; analyze and evaluate subcontractor proposals; and perform compliant price and/or cost analyses in accordance with FAR and DFARS requirements.
Prepare, issue, administer, and modify subcontract agreements and purchase orders in compliance with FAR, DFARS, prime contract flow-downs, CPSR expectations, and internal company policies and procedures.
Negotiate subcontract terms and conditions, including additions, deletions, and modifications, while mitigating risk to the prime contractor.
Author, review, and negotiate Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), and complex subcontract flow-down clauses.
Incorporate and enforce required cybersecurity clauses and data protection flow-downs to include CMMC level requirements in subcontracts, purchase orders, and modifications to mitigate prime contractor risk and ensure alignment with federal and DoD requirements.
Maintain complete, accurate, and audit-ready procurement and subcontract files for internal and external reviews.
Analyze contractual and procurement data and provide recommendations to internal stakeholders and external partners.
Represent the Procurement function on cross-functional teams in support of program execution and business priorities.
Build and maintain strong supplier relationships to ensure performance, quality, cost, and schedule alignment with program requirements.
Support prime contract administration activities as needed, including proposal reviews, contractual risk assessments, and interpretation of federal terms and conditions.
Utilize Deltek Costpoint for subcontract management, supplier registration, and compliance tracking.
Ability to conduct internal reviews of federal solicitations and contractual terms, identify risks, propose exceptions or assumptions, and provide contractual input during proposal development.
Communicate clearly and proactively in a fast-paced environment, exercising sound judgment, flexibility, and attention to compliance.

Basic Qualifications:
Citizenship: Must be a US citizen
Education: Bachelor's degree preferred
Years of Experience: Six (6) or more years of progressive experience in Federal Government contracting as a Subcontracts Manager, Subcontracts Administrator, or in a closely related role, including a minimum of four(4) years of recent, hands-on experience managing federal subcontracts in a consulting/service industry.

Must possess strong analytical, technology, and organizational skills
Accuracy, timeliness, and attention to detail are required
Ability to work independently and meet communicated schedules and deadlines
Excellent verbal and written communication skills
Experience in government and commercial contract management, working on a diverse portfolio of contract types, customers, products and services
Experience with CPSR, FAR, and other federal acquisition regulations and codes
Familiarity with GSA Schedule contracting is preferred
Willingness to collaborate as a team member and provide additional support to meet program and organizational priorities as needed
Ability to travel on occasion
